“CEF Course” refers to a training programme that has been registered under Hong Kong’s Continuing Education Fund (CEF) and meets the funding eligibility requirements. These courses are approved by the Labour and Welfare Bureau and are designed to help Hong Kong residents aged 18 or above pursue further education, enhance their skills, and improve their competitiveness, supporting Hong Kong’s development as a knowledge-based economy.
Process Stages
Step-01
Sign Up as a Course Provider
All applications for Continuing Education Fund (CEF) courses must be submitted through the Continuing Education Fund e-Platform. Before submitting an application, course providers are required to create an institutional account in the system.
Step-02
Upload The Required Documents
After registering an account, applicant can log in to complete the course details and upload the required documents (such as assessment reports, instructors’ CVs, and teaching materials). Please ensure that all documents comply with the required format and file size guidelines, and submit any required hard copies before the deadline.
Step-03
Sign Up as a Course Provider
After you submit your CEF course application, it will go through a review process. If additional information is required, the responsible officers may contact you. The review timeline depends on the completeness of your submitted documents and the overall progress of the assessment.
A valid Certificate of Fire Service Installations and Equipment (FS 251) issued by a registered fire service installation contractor under the Fire Service (Installation Contractors) Regulations (Cap. 95A)
Each approved Continuing Education Fund (CEF) course registration shall remain valid for a maximum period of four (4) years, or until the expiry of the course’s registration on the Qualifications Register (QR), whichever occurs earlier. In the event of any changes to the course information (including, but not limited to, the QR registration status) during the application period, the course provider is required to formally submit a request for amendment via the Continuing Education Fund e-Platform to the Labour and Welfare Bureau for approval
Self-Assessment of Course Structure
Non-Self-Operated Institution
A valid Certificate of Fire Service Installations and Equipment (FS 251) issued by a registered fire service installation contractor under the Fire Service (Installation Contractors) Regulations (Cap. 95A)
Each approved Continuing Education Fund (CEF) course registration shall remain valid for a maximum period of four (4) years, or until the expiry of the course’s registration on the Qualifications Register (QR), whichever occurs earlier.
