CEF (Continuing Education Fund)

“CEF Course” refers to a training programme that has been registered under Hong Kong’s Continuing Education Fund (CEF) and meets the funding eligibility requirements. These courses are approved by the Labour and Welfare Bureau and are designed to help Hong Kong residents aged 18 or above pursue further education, enhance their skills, and improve their competitiveness, supporting Hong Kong’s development as a knowledge-based economy.

Application Process

Step-01

Sign Up as a Course Provider

All applications for Continuing Education Fund (CEF) courses must be submitted through the Continuing Education Fund e-Platform. Before submitting an application, course providers are required to create an institutional account in the system.

Step-02

Upload The Required Documents

After registering an account, applicant can log in to complete the course details and upload the required documents (such as assessment reports, instructors’ CVs, and teaching materials). Please ensure that all documents comply with the required format and file size guidelines, and submit any required hard copies before the deadline.

Step-03

Sign Up as a Course Provider

After you submit your CEF course application, it will go through a review process. If additional information is required, the responsible officers may contact you. The review timeline depends on the completeness of your submitted documents and the overall progress of the assessment.

Requirements

  • Institutions with more than two years of adult teaching experience must have provided similar courses to adult learners aged 18 or above for at least two consecutive years before they can apply for CEF course registration.
  • The institution must demonstrate stable operational and management capability. It must be able to comply with all relevant requirements of the Fund throughout the validity period of the course registration, including course management, teaching arrangements, and administrative support. The institution must also be able to properly assist learners in applying for Fund reimbursement after they complete the course.
  • The course must be listed on the Qualifications Register (QR). All courses applying for CEF funding must be registered on the Qualifications Register in advance and must align with the objectives and scope of support under the Continuing Education Fund (CEF).

  • The latest programme accreditation report issued by the Accreditation Authority, or other equivalent supporting documents (if applicable)
  • CVs of the Programme Director and Instructors
  • Guidelines on the Complaints Handling Mechanism
  • Teaching and Promotional Materials (if applicable)
  • he latest CEF course accreditation report issued by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ)
  • CVs of the Programme Director and Instructors
  • Student Complaints Handling Policy Document
  • Teaching materials currently used or planned to be used (if applicable)
  • Course promotional materials currently used or planned to be used (e.g. course brochures, leaflets, or other promotional materials) (if applicable)
  • If the course involves domestic or overseas extracurricular activities, valid proof of insurance coverage must be provided (if applicable)
  • A valid Public Liability Insurance policy issued by an authorised insurance company in accordance with the Insurance Ordinance (Cap. 41)
  • A valid Certificate of Fire Service Installations and Equipment (FS 251) issued by a registered fire service installation contractor under the Fire Service (Installation Contractors) Regulations (Cap. 95A)

Each approved Continuing Education Fund (CEF) course registration shall remain valid for a maximum period of four (4) years, or until the expiry of the course’s registration on the Qualifications Register (QR), whichever occurs earlier. In the event of any changes to the course information (including, but not limited to, the QR registration status) during the application period, the course provider is required to formally submit a request for amendment via the Continuing Education Fund e-Platform to the Labour and Welfare Bureau for approval
