BUD E-Commerce Easy is an enhancement scheme introduced by the Hong Kong Productivity Council on 15 July 2024 under the BUD Special Fund. It aims to help SMEs expand into the Mainland market by leveraging e-commerce platforms.
The approved funding ratio between the Government and enterprises has been revised from1:1to1:3. This revised ratio also applies to audit fees.
The first payment of the approved funding has been reduced from75%to20%。
The project under BUD and E-commerce Easy schemeshave been adjusted from由HK$1,000,000toHK$800,000.The total government-approved funding that an enterprise may hold at any time must not exceedHK$800,000.
Eligible expenses now includehe setup of new business units and the recruitment of additional staff.The funding duration foradvertising and online store managementcosts has also been adjusted.
Applications for BUD E-Commerce Easy are open year-round
Each enterprise may receive a cumulative funding cap of HK$7 million under the BUD Special Fund, with a maximum of 70 approved projects in total. Each approved project may receive a funding cap of HK$800,000.
Unlike general BUD Special Fund applications, the BUD E-Commerce Easy scheme does not set separate funding limits for sub-items within a project. Enterprises may flexibly plan project content based on actual needs, provided that the overall funding amount remains subject to the above caps.
The BUD E-Commerce Easy scheme operates on a matching funding basis. The Government provides funding of up to 25% of the approved project expenditure (including audit fees), while enterprises are required to contribute at least 75% of the total approved project cost in cash.
In addition to the BUD Easy scheme, enterprise may apply for the BUD Special Fund through the BUD Easy Application or the general application channel to support business expansion into the Mainland or other markets that have Free Trade Agreements or Investment Agreements with Hong Kong.
Please note thatfunding received and projects approved under the BUD E-Commerce Easy scheme will be included in the overall cumulative funding cap together with other BUD applications,as follows:
** The final funding amount and number of approved projects depend on the project details, eligible costs, and approval outcome.
Funded enterprises can choose to receive an initial payment. The maximum funding per project is HK$800,000. All approved BUD E-Commerce Easy projects must be completed within 24 months to ensure funds are used effectively and projects are carried out on time.

每間企業可申請的BUD專項基金累計資助上限為港幣700萬元,企業最多可申請70個獲核准的項目。而針對BUD電商易計劃,政府則為每個獲批項目的資助上限設定為港幣80萬元。與一般BUD專項基金申請區別在於:BUD電商易項目在細分項目上並不設有個別資助的上限.

Funding under the BUD Mainland Programme is provided on a matching basis. The Government will subsidise up to 25% of the total approved project expenditure, while the enterprise must contribute at least 75% in cash. Applicant companies must meet the following criteria:
A Hong Kong subsidiary can apply for the BUD Fund as long as it is not listed, has a valid Business Registration in Hong Kong, and operates a substantive business in Hong Kong. The parent company being listed does not affect eligibility.
The BUD Fund is not designed as a start up fund. While the official guidelines do not prohibit newly established companies from applying, applicants must demonstrate ongoing business operations, such as turnover and project scale. For new companies, approval will depend on whether the proposed project is reasonable and aligned with the company’s existing business foundation. OneSEC therefore recommends that companies establish a basic operational foundation before applying for BUD funding.
A company may apply for funding for a new project. However, it must clearly declare in the application form the progress of any existing funded projects and any other applications currently under review. Please note that the performance and implementation status of existing projects may affect the approval of the new application.
